It doesn't! This is Kerry, Kennedy, Feinstein, Shumer's and activist Judges' interpretation.
They are avoiding "We The People", the "individual", "I", "private possession", "right to bear arms". They ARE saying, in a round about way, you can own a musket, but not a modern, effective, well designed weapon!
Oh yeah! Where does it say in the Constitution the right to bear arms/self defense is limited to TECHNOLOGY?
